For individuals with communication challenges, access to Augmentative and Alternative Communication (AAC) devices is essential. Fortunately, Texas offers the Specialized Telecommunications Assistance Program (STAP), a state-funded initiative that provides free AAC equipment to eligible residents who meet the medical necessity criteria for a communication device.
The STAP program is designed to help Texans with disabilities obtain specialized communication equipment, including AAC devices, at no cost. Unlike other funding sources, STAP eligibility is not based on income or insurance status—making it an excellent resource for individuals who have recently lost Medicaid coverage or are about to age out of the system.
Every Texas resident, ages 5 through 99+, is eligible for STAP if they meet the program’s medical necessity guidelines for a communication device. The evaluation and application process must be completed by a licensed speech-language pathologist (SLP), who will certify the need for an AAC device.
Once approved, individuals are eligible for a new AAC device every five years through the STAP program. This ensures that users have access to updated technology to meet their evolving communication needs.
